Risk & Loss Control Analyst
Clackamas County has an immediate opening for a motivated and creative risk and loss control professional. The position is part of a comprehensive, progressive and balanced risk management effort. This individual will assist in ensuring a safe and healthy working environment for County employees. Under direction, he/she will plan, organize, coordinate and administer County risk and loss control programs. High quality communication skills and the ability to collaborate with management and non-management personnel are critical.
This position will have primary responsibilities working with Water Environment Services (WES). WES provides cost-effective, quality wastewater and watershed management services that creates stakeholder value and aims to support a healthy environment and public health. WES operates two Service Districts which have insurance coverage that is separate from the County’s Risk activities.
Competitive candidates will have one or more of the following:
- Five or more years experience working with safety and/ or risk management programs
- Experience working with Occupational Safety and Health
Administration (OSHA)
- Designation as Certified Safety Professional (CSP)
- Designation as Certified Industrial Hygienist (CIH)
- Other recognized Occupational Safety/ Health designation

What does the Risk Management Supervisor do?
Direct Report
This position reports directly to the Property Casualty Trust
Manager (PCTM). The PCTM reports to the Executive Director.
Manage Staff
- Manage day-to-day activities of (4) Risk Management Consultants located in Eastern Oregon, Medford, Tigard, and Eugene.
- Provide leadership and direction to risk management staff to provide high quality risk management services consistent with CIS policies and procedures.
- Sets vision and goals for risk management consultants.
- Monitor and direct the performance and effectiveness of risk management staff, contract service providers, and others. Takes action to assure that deficiencies are corrected.
Operations
- Oversee the Advanced Risk Management Tower
- Keep current on emerging risk management issues
- Oversee the on-line risk management training and information program
- Assure the continued viability of CIS’ risk management programs.
- Keep the P/C Trust Manager apprised of the status and developments in CIS’ risk management programs, and new developments in the risk management arena.
- Manage the daily operations of the CIS risk management programs, including establishing work priorities, assessing progress of work and providing assistance in completing work programs.
- Participate as part of the CIS management team in developing a cohesive approach to CIS internal operations.
- Assure the quality of the work product of risk management staff meets CIS standards and guidelines.
- Work with the Claims Department and Underwriting to assure members risks are identified and managed.
Member Services
- Manage select member accounts
- Provide and oversee member services in accordance with the territory management plan
- Develop and maintain effective mechanisms to identify member needs in the risk management area.
- Develop and maintain effective communications with members regarding CIS’ current risk management programs and future plans.
- Meet with City Administrators/Managers, County Commissioners, Labor/Management Committees, or other member employees and officials to explain risk management activities and options, policies, etc.
- Coordinate activities with Risk Management Advisors/agents.
- Plan, evaluate and develop recommendations for changes to existing risk management programs and for new or expanded programs. Make recommendations on policies and procedures, service providers, and all other aspects of the CIS risk management program. Present recommendations to P&C Trust Manager.
- Monitor and coordinate workload issues for staff.
- Make presentations at the CIS annual conference and other local/national conferences as requested.
- Address problems or complaints regarding risk management services.
- Provide on-going training, seminars, and conferences to members about risk management issues.
You have working knowledge of:
- Risk Management Principles
- Insurance and Self-Insurance
- General, auto, property, & workers’ compensation claims
- City and/or County Government
- Loss Control Fundamentals
- OR-OSHA Regulations, both the Federal Regulations and Oregon Administrative Rules; must be able to interpret OR-OSHA, NFPA, IBC, IFC, and other regulations
- National Fire Protection Codes, Electrical Codes, Building Codes, DEQ/EPA Rules, Health Department Regulations and Manual on Uniform Traffic Control Devices
- Oregon’s Worker’s Compensation system (administrative rules and case law)
- Basic insurance underwriting practices, insurance policies and insurance and legal terms
- Employment laws and BOLI Regulations
- Government operations – public meetings, records, ethics and elections
Interpersonal Skills: Shows understanding, friendliness,
courtesy, tact, empathy, concern, and politeness to others;
develops and maintains effective relationships with others;
may include
effectively dealing with individuals who are difficult, hostile,
or distressed; relates well to people from varied backgrounds and different
situations.
Education & Experience
- Four-year degree in related field
- 7 or more years experience in the areas identified above
- Experience and skill in using Microsoft Office products
It would be great if you also had…
- One of these certifications: Certified Safety Professional (CSP), Certified Hazard Control Manager (CHCM), Associate in Risk Management (ARM) or Associate in Risk Management Public Administration (ARM-P) Public or Pool, Certified Casualty Property Underwriter (CPCU) or Certified Industrial Hygienist (CIH), Masters in Public Administration (MPA) or Public Health (MPH), SHRM Designation, IPMA Designation, Defensive Driving Instructor, CPR/First Aid Instructor, or Agent’s license
Travel
- Travel around Oregon is expected.
- Frequent travel to staff events, Annual Conference, conferences, training, and meetings; may involve overnight stay. Extensive use of personal vehicle.
- Offices located in Tigard and Salem Oregon. The expectation is to spend time in both offices. Travel to and from these two offices is not reimbursable.
